　　The following rules cover most quotation mark usage.
　　1.Use quotation marks around direct quotations， whether the quotahons were originaUy spoken or written.
　　The police officer asked， "Who is responsible for this accident？"
　　Both drivers responded， "He is！"
　　2.Use a block quote for a quotation of 30 or more words （about threeor four printed lines）.Begin the quote by indenting ten spaces fromthe left and indent the first line five spaces.This is called a "block quote." Do not use quotation marks around a block quote.Use acolon， not a comma， after the sentence introducing a block quote.
　　Human Rights Article 18 states the following：
　　Everyone has the right to freedom of thought， conscience， andreligion.This right includes freedom to change his religion or belief， and freedom， either alone or in community with others andin public or private， to manifest his religion or belief in teaching， worship， and observance.
　　3.Use quotation marks around the titles of newspapers and magazinearticles， television and radio programs， and book chapters.Do not use quotations marks around the titles of books or the names ot' newspapers.Use italics for book titles and other large publications.The article in the New York Times titled "Earning Power in 50Industries" identifies the computer industry as the industry of choicefor earning potential.
